Dave Norris
CAAR Foundation Executive Director
Dave Norris is a longtime advocate and champion for affordable housing and a homelessness abolitionist. He was the founding director of PACEM and played a key role in launching The Haven, The Crossings, The Financial Opportunity Center & Housing Hub, and numerous other housing-related initiatives. During his two terms on Charlottesville City Council and two terms as Mayor of Charlottesville, Dave led the effort to create the Charlottesville Affordable Housing Fund, the Charlottesville Housing Advisory Committee, new incentives for affordable housing development, and the Residents Bill of Rights for Redevelopment, which lay the foundation for a $200 million+, resident-led, city-wide public housing revitalization initiative which is now well-underway. Earlier this year, Dave took on a new role as the first Executive Director of the CAAR Foundation, which is working to harness the time, talents and financial resources of the REALTOR community and the broader Charlottesville community to drive innovative and effective affordable housing solutions for our region.
